The Role of a Tax Clearance Certificate in the Promotion of Small Business Sector in Zimbabwe: A Case Study of Harare

Abstract

The promotion of small businesses is now a significant economic strategy being used by the Zimbabwean government to reduce sky rocketing unemployment rates which have been caused by poor economic performance and political instability in recent years. This is as a result of multinational corporations closing down or relocating to other countries leaving thousands of people unemployed. Thus, small businesses are now playing a critical role in employment creation and contribution to the economic development of Zimbabwe in the face of closure of large corporates. Despite the small businesses’ importance to the well-being of the country and the concerted efforts by the government to promote them, small businesses are not reaching their full potential and this is attributed to a number of challenges mainly poor taxation regimes in terms of complexity and costs, especially the issuance and administration of the tax clearance certificate.
