An Evaluation of the Capacity Building Programme in the Ministry of Local Government, Public Works and National Housing: A Case Study of Bindura Municipality, Mashonaland Central Province, Zimbabwe

Abstract

The Government sector has failed over time to deliver services to the expectations of the general populace due to various challenges spanning financial, institutional and political and as a result engage non-state actors. It is in this context that the United Nations Development Programme (UNDP) introduced the Capacity Building Programme for Local Government and Service Delivery (CBPLGSD) from 2012 to 2015 in partnership with the Ministry of Local Government, Public Works and National Housing in Zimbabwe. The central research focus was to evaluate the capacity-building programme, and draw insights that could be useful post- 2015 as the nation re- engages with UNDP under the Zimbabwe United Nations Development Assistance Framework.
